Martin Gatterer describes his experiences in the development of a sewer information system.

Braunschweig, 3 August 2015. After a successful test phase of the network information system BaSYS, Barthauer Software GmbH was awarded the contract for the use of its software by Stadtentwässerung und Umweltanalytik (SUN) Nürnberg in January of 2014. Diplom-Ingenieur (FH) (graduate engineer) Martin Gatterer, Section and Project Manager for the sewer information system, supported the process and looks to the future with confidence.

With more than 517,000 residents, Nuremberg is the second-largest city in the Free State of Bavaria after Munich. The city of Nuremberg’s sewer network is 1,473 km in length. Maintaining this network is of great importance for the health of the residence in some 230,000 connected households. Stadtentwässerung und Umweltanalytik Nürnberg (SUN), an owner-operated municipal enterprise of the city of Nuremberg, has been handling this task with the network information system of another provider to date. With the goal of using modern technologies and expanding the application scope, SUN put the delivery of a sewer information system out to tender in May of 2013. The new system had to meet both general and special requirements. Martin Gatterer summarises: “In general, the new sewer information system was to be based on ArcGIS technology (ESRI) and had to support spatial data management. We also required complementary functionality such as modules for inspection and operation management. However, separate requirements regarding special tools for graphical data management were much more important.” Based on the detailed requirements specified for the tender, namely the scope of functionality and limitation to ArcGIS technology, only two suitable offers were ultimately received. BARTHAUER submitted one of these.

Submitting the offer was followed by a three to four-week test phase for each bidder based on the actual technical infrastructure. “Modelling actual operation as closely as possible was the objective,” Gatterer says. The assessment scheme for the tender after the test phase showed that BaSYS is the most economical system. Thus the contract was awarded to BARTHAUER in January of 2014. Subsequently a migration concept was developed to convert the existing sewer information system to BaSYS. “We completed the migration in June along with custom configuration and programme adaptations. All data are now in the new system, tailored to our individual requirements.”

BaSYS offers comprehensive functionality for the management of distribution networks. It is being used in the field of sewer documentation for master data at SUN starting in mid-2015. Gatterer says:

“At that time, all employees will also be working in the areas of sewer inspection and classification as well as operation management and sewer planning. Linking to our hydrodynamic calculation software is planned as well.” Access for all employees to the sewer network cadastre via a Web-GIS solution for information purposes is planned in the long term. “This will eliminate time-consuming enquiries from colleagues in other departments regarding the location of sewers,” Gatterer explains.

Since using BaSYS is currently still in the implementation phase, statements about concrete results regarding efficiency and productivity tend to be speculative according to Gatterer. “However, we are confident even now that we are taking a giant step in the direction of a comprehensive sewer information system by switching to BaSYS.”

In the target regions of Serbia and Bosnia-Herzegovina, municipal companies operating water and waste water infrastructures are faced with the conflicting challenges of dilapidated facilities, increasingly strict environmental standards, municipal policy interests and a lack of financial resources. Water and waste water levies fail to cover the costs for political reasons so that necessary investments in the infrastructure are usually possible only with international subsidies.
